Conclusions:

          Our research indicates a distinct shift in educational policy over the past fifty years.  1968 was a watershed year!  Prior to that, the Department of Education exerted complete control over educational funding, governance and programming.  After 1968, however, Departmental Examinations were abolished, Inspector visits were eliminated, and control over governance and programming shifted to the Boards of Education and to the teachers who presided over their classrooms.  The 1990's have signaled a return to the centralization of power.  A prime example pertains to educational finance.  For the first time since the creation of the Ontario school system in the 1800's,  Boards of Education have been stripped of their ability to raise their own revenues.
