Public Administration 917A, June 5 to 9, 2006MemorandaStudents must write and submit three concise memos. The first memo which may be in point form and which is to be a maximum one page in length is to be a synopsis of the student's research including the research question, method(s) and preliminary findings and should be available for distribution to the class at the end of the day (4:30 pm) on June 5. The second memo which is to be a maximum of two pages should relate to a real or hypothetical ethical issue associated with the student's research topic. In this second memo one should briefly state the facts of the ethical problem, what one thinks the ethically correct behaviour is (or was) in the circumstances one has described, and why one arrived at the conclusions that one did. The third memo should relate to a real-world local-government ethics issue in one of the following areas: conflict of interest, lobbying, access to information, privacy or administrative fairness. In the third memo each student should briefly state the facts of the ethical problem, what s/he thinks the ethically correct behaviour is (or was) in the circumstances described, and why s/he arrived at the conclusions that s/he did. The memo which is to be a maximum of two pages should focus on a case, tribunal order or agency practice in one of those five areas. Examples of such orders and practices are listed on the course web site (see Cases,Orders, Practices)(Note - students are welcome to use other examples but should discuss the example they have chosen with the instructor before going ahead with their memos). In the third memo each student should briefly state the facts of the case or nature of the practice, describe what the court or tribunal has decided or what the agency has instituted and analyze the decision, order or practice indicating why s/he thought it was appropriate or not. Dates for submission of written assignments are as follows: Memo 1 - June 5, 2005; Memo 2 June 7, 2006 and Memo 3 - June 9, 2006 NOTE - ANY ASSIGNMENT PAPER HANDED IN LATE WILL BE SUBJECT TO LOSS OF MARKS, 5 MARKS FOR EACH DAY LATE AND ANY ASSIGNMENT PAPER RECEIVED ON THE 5TH DAY AFTER IT WAS DUE WILL NOT BE MARKED. |
