The primary focus will be on development of public policy at the local level of government. Local governments in Canada, particularly those in Ontario, are facing new expenditure mandates and an array of new options in the taxation field. How well the resulting policy challenges are being met will be among the issues explored in the course. In some cases, municipal institutions have been restructured; consideration will be given to how policy outcomes may have changed as an apparent result of restructuring.
