          As a direct result of the Quiet Revolution in Quebec during the 1960's, the profile of French in Canada was heightened tremendously during the 1970's. Previously, Parisian culture dominated French textbooks. During this era, however, Quebecois culture was emphasized. This shift is evident in textbooks such as Panorama Canada used in 1973. Canadian unity was a priority for the Federal Government and consequently millions of dollars were spent on new French programmes. These included:

          There was an explosion of innovative French resources. New teaching methods were being explored. By abolishing Departmental Examinations, formal visits by inspectors, and its tight control over curriculum, a sense of freedom prevailed.
